Metro Housing Bond
In 2018, voters approved a $652.8 million affordable housing bond measure to create permanently affordable homes across Multnomah, Washington and Clackamas counties.
Gresham's share is $27.1 million. Construction is complete on two housing projects endorsed by the City Council in 2020 for this effort.

Partners and scope: Albertina Kerr’s Workforce & Inclusive Housing Project will create 150 new affordable apartments on Kerr’s Gresham campus
Project timeline: Applications open in February 2022; move-ins late May 2022
Housing highlights
- The largest net zero energy affordable housing project in the Pacific Northwest is powered entirely by solar energy. Residents won’t pay for utilities (electricity, water, sewer) and will have access to free high-speed internet.
- Thirty accessible units with state-of-the-art technology for adults experiencing intellectual and/or developmental disabilities.
- Remaining apartments priced to support human services workers.
- Outdoor courtyard with playground equipment and barbecue for gatherings.

Rockwood Village

City of Gresham housing bond funds invested: $5.1 million
Partners and scope: Community Development Partners and Hacienda CDC, a Latino Community Development Corporation, have built a 224-unit community set around new Neighbor’s Park. The City funded 47 units; 23 are three and four-bedroom units.

Housing highlights
- Park-like setting preserved a mature grove of Douglas fir trees.
- A community space with garden, walking paths, food truck plaza, public art, play areas.
- Community building for celebrations with meeting space, kitchen, etc.

Next steps
In 2023 Council selected the following projects for concept endorsement:
- Glisan Street Townhomes – Habitat for Humanity
- Oak Row at Rockwood – West Coast Home Solutions & Habitat for Humanity
- Burnside Housing – Northwest Housing Alternatives & USA Properties
- Civic Drive Family Housing – Home Forward
These projects best aligned with Gresham’s local implementation strategy, fulfilled the remaining target metric for family sized units, and had strong support from reviewers. The projects are now under evaluation with Metro for alignment with their concept endorsement and final approval criteria.

- Gresham's Implementation of Funds
Metro is working with local partners and communities across the region to develop 3,900 homes for seniors, working families, veterans and others who need them.
Metro will implement the bond in partnership with the City of Gresham and six other jurisdictions, each with its own funding allocation and production targets.
The City's local implementation strategy will invest its share of the regional bond funds for safe and affordable housing within Gresham. This will result in 2-4 housing sites to meet Gresham's bond housing targets:
Project funding available to Gresham: $27.1 million
Target number of housing units: 187
Number of deeply affordable units: 77
Number of family-sized units: 93
- With the two projects complete, the City has surpassed the 187-unit production required from Metro with 194 units.
- The City has met its target for deeply affordable units
- The City will need to produce 23 more family-sized units with the remaining $10.6 million.
- Given the remaining funds available, Gresham will be able to exceed the housing production goals established in our local plan.
