Police Chief and Command Staff

The Gresham Police Department is led by Police Chief Travis Gullberg and includes an Assistant Chief, three captains, and seven lieutenants.

Chief Travis Gullberg

Chief Travis Gullberg began his law enforcement career in 1996 as a police officer in Rock Springs, Wyoming. He joined the Multnomah County Sheriff’s Office (MCSO) in 1998 and was appointed Chief of Police in his hometown of Gresham in 2021.

With a proven record of leadership and community engagement, Chief Gullberg brings a dynamic, forward-thinking approach to public safety. His law enforcement career includes experience in investigations and specialized units such as River Patrol and K9, along with executive leadership roles as Chief of Police for both the City of Troutdale and the TriMet Transit Division. His focus on accountability, collaboration, and connection continues to drive his work in building strong, resilient relationships between law enforcement and the communities they serve.

Chief Gullberg holds a Bachelor of Science in Sociology and a degree in Social Work from Warner Pacific College. He earned a master’s in public safety and a certificate in Criminal Justice Education from the University of Virginia. Demonstrating his commitment to professional development he is a graduate of the FBI National Academy (Class #274) and has completed the FBI Law Enforcement Executive Leadership Development Association’s Trilogy series.

Chief Gullberg serves as Treasurer and Co-Chair of the Oregon Association Chiefs of Police Legislative Committee. He is also an honored Rotarian and a board member of the Mt. Hood Community College Foundation.

Assistant Chief Don Livingston

Assistant Chief Don Livingston began his law enforcement career in 1996 with the Medford Police Department. In 1998, he joined the Portland Police Bureau, where he served in a variety of leadership roles until his retirement in 2023.

In 2024, Chief Livingston was hired by the Gresham Police Department, bringing nearly three decades of experience to the agency. Chief Livingston has developed a deep and well-rounded understanding of the profession through experience in both frontline policing and leadership roles. Known for mentoring and supporting others, he leads with insight and a strong commitment to fostering trust, collaboration, and meaningful relationships between law enforcement and the community.

Throughout his career, Chief Livingston has served in the Training Division, Gang Enforcement Team, Special Emergency Reaction Team, and as SWAT Commander.

Chief Livingston holds a Bachelor of Science in Economics with a minor in Business Administration from the University of Oregon. He is a graduate of the FBI Law Enforcement Executive Leadership Development Association (LEEDA) Trilogy series, underscoring his commitment to professional growth and leadership excellence.

Captain Kyle LewisKyle Lewis

Captain Kyle Lewis began his law enforcement career with the Gresham Police Department in 2005. He currently oversees the Patrol Operations Division including special missions and traffic.

Captain Lewis possesses extensive experience in both uniformed patrol and criminal investigations. He has participated in and supervised numerous specialized units, experience which has proven invaluable in his current leadership capacity.

He holds a Bachelor of Arts degree from California State University, Fresno; a Certificate of Public Safety from the University of Virginia; and a Juris Doctor degree from Lewis & Clark Law School.

Demonstrating his ongoing commitment to professional development, Captain Lewis is a graduate of the Oregon Executive Development Institute, has completed the FBI Law Enforcement Executive Development Association's Leadership Trilogy, and graduated from the FBI National Academy in 2024.

A strong advocate of servant leadership, Captain Lewis values discipline, resilience, and integrity in both himself and those he leads.

Captain John RasmussenPolice Captain John Rasmussen

Captain Rasmussen has been a dedicated member of the City of Gresham Police Department since June 2005. With a career spanning more than two decades, he currently oversees the Services Division which includes personnel, training, logistics, administration, records and ancillary assignments like peer support, ensuring the department operates with the highest standards of professionalism and care.


Throughout his career, Captain Rasmussen has held several pivotal roles, including crisis negotiator, SERT commander, school resource officer, public information officer, and detective specializing in child abuse and other person crime investigations. These diverse experiences have equipped him with a comprehensive understanding of law enforcement and community engagement.

He holds a Bachelor of Arts degrees in Theology and Speech Communications from Whitworth University. Additionally, he completed the Oregon Executive Development Institute leadership class (Session 33) and the FBI Law Enforcement Executive Leadership Development Association Trilogy series, further enhancing his leadership capabilities.

Captain Rasmussen’s commitment to public service is evident in his proactive approach to training and policing, employee support, and the many ways he fosters a culture of continuous improvement and resilience within the department and the greater Gresham community.
